I can't think of many games that would benefit from rom hacks, most of the Mario titles seem like obvious ones, and we have stuff for Mario Kart and Smash, there has been the odd attempt and New Super Mario and 3D Land but I don't think anything substantial so far. Then you also see some progress happening with Fire Emblem but feel like only the odd few people actually knowing what they are doing and its more proof of concept stuff instead of huge hacks which is what I'm guessing your asking, since there are various rom hacks for titles. Imagine the main reason there aren't too many is the fact we are now in '3D' and I'd guess working with 3D Models is a lesser known skill. I stick to my main point though, I can't think of many 3DS titles I'd actually like to see any rom hacks for besides those I named.

Click to expand.Most Pokemon 3DS hacks are indeed lame difficulty/randomization hacks or small variations on the theme; In great part this is because (opposite of the golden age of gen 3 hacks) we have rather solid editors for text, base stats, starters, trainers, shops. But only recently a very experimental map/event editor was added to pk3ds, while in a smaller part I would 'accuse' relative loss of popularity of Nintendo game modding in general (itself promoted by ever-changing proprietary formats, and the spewing out of yearly lackluster-performance Pokemon games with the usual questionable added and dropped features).
